Councillor John O'Heney and the district's roads record

Councillor John O'Heney (Independent, Cashel–Tipperary local electoral area) is named here by public office only, as one of the eleven elected members of the Tipperary–Cahir–Cashel Municipal District. This page records what the minutes say under that name and what the road record says about the approach to Killardry Bridge; it attributes no decision, omission or knowledge to John O'Heney personally.
What the minutes record
The adopted minutes of the full Council meeting of 14 October 2024 list John O'Heney as present in the Council Chamber (minutes, p. 1).
At that meeting the Council took Notice of Motion Ref. 2861, proposed by Cllr. N. Dennehy: “That Tipperary County Council, the Councillors, apply common sense via Bye-Law or Other, to the Road Traffic Act 2024 changes to Default Speed Limits on our Roads. That any new Default Speed Limits not be universal across this County, but apply only in areas deemed necessary by this Council - The Councillors”. The motion was seconded by Cllr. Mairín McGrath. The minutes record that “Members spoke in support of the motion”, that the Director of Services “noted that this is legislation that was adopted earlier this year”, and that the motion “had been agreed unanimously by the Council” (minutes, pp. 12–15). The minutes do not record an individual vote by John O'Heney; “unanimously” is the Council’s own word for the outcome. In December 2024 the Chief Executive is minuted as saying legal advice was being sought on whether a plenary motion could supersede national legislation (December minutes, p. 2), and the national default on rural local roads changed from 80 km/h to 60 km/h on 7 February 2025 regardless (January 2025 minutes, p. 11; Council notice).
The Cahir–Cashel Municipal District minutes of 26 May 2025 record O’Heney referring to the recent tragic incident and requesting safety measures. The District Engineer’s minuted response is that “there is an ongoing Gardai investigation into the incident and if there are any recommendations from the report it will be implemented” (minutes, pp. 5–6). The minute does not name the bridge, a parapet or a specific measure.
The road, in the record
The approach and the turn. The 2014 Eirspan principal inspection records an approach skew of 90° and a minimum parapet height of 0.55 m (the 2014 inspection record). Google Street View imagery dated October 2011 and July 2024 shows that beyond the bridge both parapet walls stand intact and capped and the road continues without the sharp turn a driver meets on the approach; those views do not establish the dates or scope of any Council work (the approach record).
Signage. The Council’s engineering inspection of 21 January 2025 rated the bridge “Significant Damage” and answered “Is Signage Present? No.” (what the Council knew). That is the signage record in the documents held; it is not proof that no later sign was installed.
The bank and the surface. Family photographs taken on 1 May 2025 — seven days after the collision, GPS-tagged at the approach — show a raised roadside earth verge with exposed soil and loose material between the carriageway and the ditch. They do not establish the crash-night surface or the date of any works (the approach record). The Council’s internal-review decision of 18 February 2026 states that its only drainage activity on the L-3151 was roadside-verge inlet cleaning, that no specific drainage works were carried out on the bridge, and that the 2025 L-3151 works were northwest of the bridge (the internal-review decision). A Vexcel aerial image captured on 3 April 2025 shows lighter, exposed-looking ground beside the north-side road 21 days before the collision; it dates the visible condition, not the start or completion of works or who carried them out (the April 2025 road-condition record).
The speed limit. The rural local-road default changed from 80 km/h to 60 km/h on 7 February 2025 as a national change (Council notice).
What this page establishes, and what it does not
- It establishes what the adopted minutes record under this member’s name and what the Council’s own documents record about the road.
- It does not establish that John O'Heney received the January 2025 inspection, made or declined any road decision, or caused any outcome; the minutes record a unanimous Council outcome, not an individual vote.
The family’s position: Bronagh’s family believes the condition of this approach — the bank, the turn and the signage recorded as absent in January 2025 — should have been examined road by road and the findings published, and that every member who sits for the district shares the duty to ask for that. That is presented as the family’s position, not as a finding about any member’s knowledge, motive, responsibility or causation.
